Webcast with HMCS & DG Justice

The recording of this event is available here.

Join SPARKS Network manager Bill Blakemore as he discussed the new cross-border fines enforcement legislation with officials from the UK's Ministry of Justice and European Commission in this live webcast.

They explored what the new Mutual Recognition of Financial Penalties process - which is fully in force throughout the UK from 12th October - means for the traffic management community.

This new process for enforcing criminal fines across national borders has implications for the police, the courts, local authorities, bailiffs and many others involved in issuing and collecting financial penalties.

During the webcast you can hear:

  • What the new legal processes are and how they will work
  • What the system means for public authorities with unpaid fines
  • How and where the new system will be used
  • What is happening elsewhere in Europe.

Speakers are:

  • Dr Sue Rayner Jacobs, Head of Enforcement Policy, Her Majesty's Court Service (HMCS), Ministry of Justice
  • Richard Beston, policy manager, Civil & Criminal Enforcement, HMCS
  • Adrianna Miekina, criminal justice policy officer, Direcotrate General for Justice, Liberty & Security, European Commission
