White Papers

Parking managers in London's boroughs and Transport for London are invited to participate in annual research exploring enforcement of minor traffic laws against non-UK registered vehicles.

Interviews are conducted in person, by phone and online, and consider identifying vehicle keepers, volumes and value of penalty charge notices issued, payment options, enforcement methods, recovery rates, persistent evaders, collation of data, system constraints, impact and improvements.
