Who We Are

The SPARKS Programme was created by London’s Enforcement Task Force, a group that co-ordinates enforcement activities across the capital.

Enforcement Task Force members come from Transport for London, London Councils, Metropolitan Police, City of London Police, Driver & Vehicle Licensing Agency and Vehicle & Operators Services Agency.

Governance for SPARKS is provided by its steering group, which meets monthly and is also a forum for decision making. Members include:
  • Nick Lester, Director of Transport, Environment & Planning; chairs the SPARKS steering group
  • Patrick Troy, Head of Traffic Enforcement, Transport for London; chairs the Eurosparks project board
  • Kelvin Reynolds, Director of Technical Services, British Parking Association
  • David Morris, Parking Manager, London Borough of Enfield
  • Tim Gunn, Debt Recovery Manager, London Borough of Camden
  • Martin Gubby, Enforcement Validation & Verification Manager, Congestion Charging Scheme, Transport for London
  • Rikki Hill, Enforcements Partnerships Manager, Transport for London
  • Catherine Bowden, Data Sharing/ Data Protection Group, DVLA.
Day to day management is provided by the programme team:
  • Bill Blakemore, programme manager
  • Jo Ann Sweeney, communications consultant
  • Matthew Revett & Chris Rogers (London), Jessica Adkins (Brussels), Grayling Political Strategy, public affairs advisers.

Facts & Figures

  • The South East (excluding London) accounts for 29% of FRV activity
  • Channel Tunnel & channel ports carry most of the FRV traffic entering and leaving the UK
  • The further a region is from the South East the lower its level of FRV activity
